As part of its overseas O&M Business, Tokyo Metro is steadily operating the service on Elizabeth line in London, United Kingdom.
Through this project, Tokyo Metro leverages its experience and expertise in railway operations while engaging in ongoing discussions with relevant stakeholders, with the aim of expanding its presence in the global operation and maintenance (O&M) market. By utilizing the railway operation know-how accumulated over many years, Tokyo Metro continues to explore opportunities to further develop its overseas O&M business.
In November 2024, Tokyo Metro, together with Sumitomo Corporation and The Go-Ahead Group Limited, was awarded the operating contract for the Elizabeth line in London.This project represents Tokyo Metro's first overseas railway operation, and in May 2025, the company commenced service as the operator of the line on behalf of Transport for London (TfL).

Tokyo Metro provides overseas technical consulting services by leveraging its comprehensive expertise across the entire railway lifecycle--from new line construction to operation and maintenance. Through these services, Tokyo Metro supports railway projects and human resource development initiatives led by international organizations and local governments, including projects financed by the Japan International Cooperation Agency (JICA).
In cooperation with its local subsidiary, Vietnam Tokyo Metro One Member Limited Liability Company, Tokyo Metro is engaged in supporting the strengthening of operational frameworks and the development of human resources in Vietnam, where urban railway development is progressing. Drawing on its expertise in railway operations and maintenance, Tokyo Metro works in collaboration with local stakeholders to support the sustainable development of urban railway systems, with a focus on institutional development and human resource capacity building.
Since February 2022, Tokyo Metro has been participating in the Project for Strengthening Urban Railway Training Capacity at the Vietnam Railway College.
This project aims to develop human resources in the urban railway sector by supporting the development of training curricula and providing training for instructors. Through these initiatives, Tokyo Metro contributes to strengthening the foundations of the urban railway sector and fostering human resource development in Vietnam.

Tokyo Metro has been involved in the following urban railway-related projects in Vietnam, focusing on institutional development, capacity building, and human resource development.
Tokyo Metro has been involved in general consulting services for major urban railway projects in the Philippines, including the Metro Manila Subway Project and the North-South Commuter Railway South Line, which is planned to provide direct connectivity with the Metro Manila Subway. In addition, Tokyo Metro is participating in the Project on the Formulation of the 30-year Railway Master Plan for the Greater Capital Region of the Republic of the Philippines, supporting the long-term planning and development of urban railways across the country.

Tokyo Metro has been involved in major urban railway projects in the Philippines, providing support in planning, design, construction management, human resource development, and master planning.
In addition to Vietnam and the Philippines, Tokyo Metro has provided technical consulting services for urban railway projects in Southeast Asia and neighboring regions. Depending on each country's urban railway development stage and project needs, Tokyo Metro has been involved in areas such as operation and maintenance frameworks, O&M consulting, and support for railway master plan formulation.

Using the expertise cultivated over nearly 100 years of delivering safe and punctual operations and maintenance in the major metropolis of Tokyo, Tokyo Metro has established training programs that enable railway professionals from around the world to learn its operational know-how.

Tokyo Metro operates the Tokyo Metro Academy, which offers online courses and on-site training in Japan for overseas railway operators, and pursues new contracts such as the development of railway-related training programs. Tokyo Metro Academy was established in March 2022 during the COVID-19 pandemic, with Training in Tokyo commencing in November 2023. Each training session features Tokyo Metro's expertise and experience in ensuring the safe and stable operation of urban railways.
Moving forward, we will continue to expand the training lineup and pursue new business opportunities, such as developing training programs for railway-related organizations based on the needs of participants. Through these efforts, we respond to diverse needs related to the development of local transportation services and contribute to the sustainable development of transportation services and cities worldwide.
In addition, through its training business, Tokyo Metro develops and provides railway-related training programs tailored to the needs of overseas railway authorities and operators, thereby generating revenue. At the same time, with a view toward future participation in O&M projects, the company is steadily accumulating know-how and a track record in training programs for local personnel. As an example of these initiatives, Tokyo Metro concluded a Memorandum of Understanding (MOU) with FEATI University in the Philippines in 2025 to cooperate in the field of human resource development, promoting railway capacity-building efforts overseas.
We actively engage with the international community by hosting study visits from railway operators around the world and by supporting JICA training programs attended by railway-related ministries and agencies from various countries. We also promote Tokyo Metro's urban railway system at international conferences and exhibitions, where we gain access to information on advanced initiatives in other cities and the latest industry trends. Through these activities, we aim to further strengthen our presence, enhance our international credibility, and generate new business opportunities.
Tokyo Metro actively promotes international exchange with overseas railway authorities and operators. We welcome visitors from around the world who have an interest in our initiatives, and share knowledge on urban railway systems through facility tours and constructive dialogue.

In addition, Tokyo Metro participates in international public transport organizations such as UITP (International Association of Public Transport) and COMET (Community of Metros). Through engagement in international conferences and working groups, we strengthen our network with urban railway operators worldwide and stay informed of the latest industry trends. These activities support information gathering and relationship building that contribute to the creation of overseas business opportunities.
UITP is an international organization aimed at promoting research on urban and regional transportation and the development of public transportation agencies. It comprises approximately 1,900 member companies and organizations from about 100 countries worldwide.
COMET is an organization that compares the operational performance of urban railways and comprises of 47 operators from 44 cities worldwide.
