Medium-Term Business Plan
Tokyo Metro Plan 2021

An acronym for Sustainable Development Goals, a policy included in the 2030 Agenda for Sustainable Development adopted at the September 2015 UN Summit as a series of international goals for the period 2016 through 2030

Tokyo Metro is an official partner (Passenger Rail Transportation Services) of the Olympic and Paralympic Games Tokyo 2020.

During the three year planning period, starting in 2019 and ending in 2021, Tokyo Metro aims to improve its sustainable corporate value through the promotion and implementation of various activities and measures, existing and new, based around the three core keywords of "Providing Peace of Mind," "Achieving Sustainable Growth" and "Collaborating to Enhance the Appeal and Vitality of Tokyo."

Capital Expenditure Plan

Looking ahead to the Tokyo 2020 Games, and continuing on from our previous planning, the Tokyo Metro Plan 2021 will see the early advancement of various safety-related policies and the pushing-through of measures that will help us improve our services. We will make these policies and measures legacy so that we can continue to "ensure safety" going forward while also contributing to the everyday lives of Tokyo residents and visitors from the perspective of transportation infrastructure.
As regards the goal of "Delivering Sustainable Growth," we will proactively develop all related businesses based around synergies with our railway business
Through these initiatives, we expect that capital expenditure for the three year period to continue at a high level of JPY 490 billion.

We aim to increase our consolidated cash flow in continuation of previous plans by improving our capacity to generate cash income.

Although it is expected that total assets and operating expenses will increase in line with proactive capital investment, we are aiming to ensure a consolidated ROA at a level of 5.0%.

We have newly set the "Consolidated Net Interest Bearing Debt/EBITDA Multiple," which indicates the balance between cash and debt from the main business, as we aim to ensure financial soundness.

Tokyo Metro Plan 2021 and SDGs

The Tokyo Metro Group plays an important role as a public transport operator that supports the functioning of the Tokyo urban area. We believe that fulfilling our roles in this regard will help ensure further development of the city and lead to a more sustainable society going forward. It is through this, and through the fulfillment of the various measures and policies included our Tokyo Metro Plan 2021 Medium-Term Business Plan, that we plan to deliver on the group's vision of "Keeping Tokyo on the Move" and contribute to achieving our SDGs.

Strengthening our
Business Foundations

We will aim to strengthen our business foundations based upon the core concepts of ESG in order to ensure the realization of the three keywords that form the basis of this business plan. We will also use our business to help resolve societal issues while contributing to the achievement of our SDGs.
