Promoting Human Capital Management To enable the Tokyo Metro Group to realize its Mission (Group Ideal) of "Keeping Tokyo on the Move" and improve safety and the quality of its services, as well as to further increase profits through the expansion of its Urban Design and Lifestyle Creation business, the Group will formulate a more effective human resources strategy that is more closely linked to its management strategy than ever before and implement a range of personnel measures.

From the days of the Tokyo Underground Railway - when the "father of the subway" Tokuji Hayakawa opened the first subway in Asia between Asakusa and Ueno about 100 years ago - right through to today, the Tokyo Metro Group has built a culture that values people.
We are formulating and promoting human resources strategies that are more closely linked to business strategies than ever before in order to continue creating new value by emphasizing human capital, even in times of major changes in the business environment. In order to recruit human resources and maximize the potential of every employee, we will implement highly-effective personnel measures from the viewpoints of strengthening recruitment, improving work environments, creating job satisfaction, nurturing human resources, expanding employee benefits, and health and productivity promotion.
In the development of a range of personnel measures, we will assess the effectiveness of our human resources strategies through engagement surveys - which are a "report card " for corporate leadership and managers - and work to promote and improve personnel measures based on the opinions of employees.
By returning the outcomes generated by every employee maximizing their potential to employees in the form of resources for personnel measures, we will create a cycle of human capital investment that will lead to the sustainable growth of the Tokyo Metro Group.
